National Biodiversity Strategies and Action Plans (NBSAPs)Indicator framework for Strategic Objective 2
The Government of Niger has revised its strategy and the action plan on biological diversity (SNPA/B) in order to better contribute to the reduction of poverty among the population and to reduce the loss of biological diversity, in particular through the improvement of its management. Through the new reference framework of its biodiversity policy, Niger has set itself the vision: “by 2035, to ensure the valorization of biodiversity, its conservation, its
restoration and its sustainable use in order to contribute to the guarantee of all citizens a better and equitable life”. This vision aligns the SNPA/DB with the Objectives of the 2011-2020 Strategic Plan, known as the Aichi Targets.
The establishment of a new efficient system for monitoring and evaluating the progress of the SNPA/DB is a major challenge in order to have reliable and regular information to measure the progress made towards achieving these Aichi objectives. Indeed, the success of the implementation of the SNPA/DB is in part a function of a monitoring and evaluation strategy based on the following guiding principles:
- Respect for the roles of the various structures;
- The appropriation of data by the actors concerned;
- Credibility or the regular production of quality data;
Therefore, in order to ensure effective monitoring of the implementation of the SNPA/DB, the CNEDD initiated this study with the assistance of the United Nations Development Programme on strategic objectives 2, 4 and 5.
At the end of the study, information is collected to fill in the reference values for a certain number of indicators selected. The study also describes the mechanism for monitoring these indicators. Thus, it made it possible to accurately provide all the elements necessary for the implementation and smooth running of the monitoring and evaluation of progress towards the achievement of the national strategic objectives and those of the 2011-2020 action plan. The study
also made it possible to formulate recommendations in order to improve the content, in particular the comprehensiveness of the indicators and the availability of data for reference values.
