2024 Sep 25National Strategy for the Development of Rice Cultivation.
To overcome the shortcomings and deal with the 2008 food crisis, the State of Niger, in collaboration with development partners and the main actors in the rice sector, has adopted a National Strategy for the Development of Rice Cultivation (SNDR). National rice production in 2018 is estimated at nearly 115,585 tonnes of paddy (i.e. 75,130 tonnes of white rice), 89.9% of which was produced in managed areas. However, this production only covers a sixth (1/6) of the national annual needs estimated at 435,150 tonnes of white rice. It grew from nearly 86,000 tonnes in 2008 to 115,585 tonnes in 2018, i.e. an average annual growth of 3.5% due both to a slight increase in areas over the last four years and to an improvement in yields. Despite this increase in production, the coverage rate for local rice needs has declined, from 22.33% in 2010 to 17.27% in 2018 (SNDR, 2018). This situation is mainly due to the increase in demand for rice linked to strong population growth, increasing urbanization and changing diets. Thus, to meet the increasingly increased needs for rice, Niger is resorting to imports. Indeed, rice imports increased from 165,000 tons in 2010 to 526,000 tons in 2018, causing foreign exchange outflows of nearly 165 billion CFA francs in 2018 (INS, 2018).
