The objective of this policy is to create an environment conducive to the development of a genuine seed industry with strong traceability to better secure rural producers, to improve agricultural productivity and therefore, to increase farmers' productions and incomes and finally, to the conservation of national agro-biodiversity. Recall that in November 2014, Niger adopted law No. 2014-67 of 5 November 2014 supplementing regional regulation C/R.4/05/2008 harmonizing the rules governing the quality control, certification and marketing of plant seeds and plants in the ECOWAS-UEMOA-CILSS area. Through the Renaissance Programme, the Nigerien authorities have given prominence to seeds from improved varieties in order to achieve food and nutritional security objectives. It is in this sense that the State of Niger has undertaken to achieve an annual increase of 20% in the areas planted with seeds of improved varieties, in order to reach a level of production that can effectively contribute to reducing cereal deficits.
